The development of technology in education requires educators to have creativity in carrying out the learning process. This creativity can be realized by developing teaching materials. Based on interviews with lecturers teaching Steel Structure II courses, the results show that there is no teaching material development in Steel Structure II courses. This study was conducted with the aim of analyzing the need for the development of teaching materials for Steel Structure II courses based on e-modules in the S1 Building Engineering Education Study Program, Faculty of Engineering, State University of Jakarta. The development method used in this research is the Research and Development (R&D) method with the development model chosen by Thiagarajan or 4D (define, design, develop, and disseminate). Before the development of e-module teaching materials, a needs analysis was carried out which aims to identify problems and find out what is needed in the learning process of Steel Structure II courses. The needs analysis stage is the initial stage of the Thiagarajan or 4D development model. Data collection in this study was carried out by distributing questionnaires in the form of questionnaires in the form of google forms to students who have taken Steel Structure II courses. The number of respondents in the needs analysis was 59 respondents from the 2019-2021 batch of students in the S1 Building Engineering Education Study Program, Faculty of Engineering, State University of Jakarta. Based on the results of the needs analysis that has been carried out, the following results were obtained: (1) A total of 50 out of 59 student respondents (84.7%) answered that the teaching material most often used by lecturers teaching the course was power point; (2) 45 out of 59 student respondents (76.3%) answered that they experienced obstacles during the Great Task of Steel Structure II course; (3) 35 out of 59 student respondents (59.3%) answered that the problems or obstacles experienced were because the material available in the teaching materials had not been packaged as a whole into one effective and efficient teaching material; (4) Then, 46 out of 59 student respondents (78%) answered that the right teaching material used to understand the Steel Structure II course material was e-module-based teaching material.
